Last November, the U.S. House of Representatives voted in favor of normalizing trade relations between the United States and Russia. This proposal comes following Moscow’s membership in the World Trade Organization (WTO) on August 22, 2012, as well as ongoing reforms in Russia, which should open its economy to international investment, in particular by lowering tariffs on manufactured imports and reducing agricultural subsidies.
For U.S. businesses, the new legislation should facilitate access to the Russian market, where until now they were hindered by the Jackson-Vanic amendment, in force since 1974, which imposed heavy restrictions on trade between the two countries. The repeal of this provision should allow U.S. companies to catch up with their European and Asian competitors on the Russian market.
In 2011, the United States were Russia’s seventh-largest client and its sixth-largest supplier. During the year 2011, the U.S. exported $8.2bn worth of goods to Russia, while imports stood at $34.6bn. During the period of January-September 2012, U.S. exports to Russia rose by 25% compared to the same period in 2011. As for imports, they declined by 14%. The United States have therefore been reducing its trade deficit with Russia, the ninth-largest world market in terms of population.
